And as the amount of overseas students is becoming less and less, it might be hard for the government to achieve its goal.

Professor Bob Birrell and his colleges, who work in the Population and City Research Center of Monash University, found that the amount of people aged between 25 and 34 who have a degree increased by 215,000. About 90,000 of those people are overseas students who cannot get permanent residence in Australia or who have no intention to live in Australia permanently. Generally speaking, only less than 14 of the added people are Australians. Overseas students who want to live in or leave Australia occupy 56% of those people.


However, the decline of international education industry seems to have influenced the completion of higher education. The proportion has decreased from 34.6% in 2009 to 34.2% last year. And it is the first time for the completion of higher education to decrease since 1995.
